TIA V17 refuses to open the OEM project, "created with a newer version", OEM says V17

New blister machine arrived, CPU 1512SP-1 PN, the builder sent the project as a zip. Plant laptop has TIA Portal V17 Update 2, Professional.

The .ap17 won't open. I get "The project was created with a newer version of TIA Portal and cannot be opened", or close to that wording. The builder says their project is V17 and nothing else, and sent a screenshot of the title bar to prove it. I extracted the zip again in case it was damaged and tried Project, Retrieve on the zap17 instead, same message both ways.

Is this a licence thing after all, or has the OEM saved it with V18 without noticing? Bit stuck between the two. Is there a way to tell from the file itself which version really saved it, before I go back to the builder and maybe be wrong?

Ask them which update level, not which version. Help, Installed software on their machine, and read the line for TIA Portal. I've had this the other way round, a customer couldn't open a project I saved after an update and I'd have sworn it was the same version.

Asked them. They're on V17 Update 6. So the update level matters as well as the version? Their screenshot only said V17.
