1756-L71S faults with safety partner missing after a chassis rebuild, L7SP is in the rack

Rebuilt the main chassis on our sheeter over the weekend. The old 13 slot chassis had a cracked backplane connector, so it's a new 1756-A13 and I moved every module across in the order the drawing shows, 1756-L71S, the L7SP partner, the EN2T, then the I removed link

Powered up and the primary OK LED flashes red, the display says safety partner missing, and the L7SP's own OK LED is solid red. The partner is right there in the chassis.

I power cycled twice, pulled and reseated the L7SP and then the primary, and went online, where the Safety tab says the partner is missing.

Programming laptop has v31. Not sure if it lost firmware in the move or is just dead, could anyone point me in the right direction?

What slot is the L7SP sitting in now, count from the left with the power supply not counted. And what slot was it in on the old chassis. Also is there anything between the primary and the partner, even an empty slot.
